Which states are favored by entrepreneurs in India?

A study called 'Entrepreneurial India' done jointly by TiE and KPMG, gives an insight of what destinations in India is preferred for doing business. The survey was done across 15 states and 1000 entrepreneurs.

Gujrat topped the result with 23% of respondents favoring the state as the most suitable for entrepreneurship. This followed by Maharashtra and Haryana with 13% and 8% of votes, respectively. Tamil Nadu, Andra Pradesh, and Delhi tied garnering 5% of voting.

Amazingly Punjab did not found the place , its also a front runner in providing good infrastructure and ecosystem
Acceptable the places like UP and Bihar has no place must be in the last of the lot .
What was the criteria and questionaire which was used to finalise this list

Well are still going to ask why Kerala is not here??
One person told me that when he opened a software company, he had to first employ everyone from the union that means sack the experienced people who from outside(since it was a startup you need experienced staff)
Then the Communist party and the union leaders sat down with him and figured out his profit. Then they told him that he keep only 20% for himself and distribute the rest of the profit in form of increase in salaries and perks.
And you ask why Kerala is not on the list, a joke from an ignorant fool is all I can say
